Continuing anti-crisis measures

The parliamentarians adopted in the first reading the legislation, drafted by the government and aimed at providing state support to enterprises in the garment industry. Amendments and addendum are made to some legislative acts and, in particular, to the law "On income tax organization", which provides for a moratorium on increasing the tax burden on clothing production in 2018. As explained by the position of the author of the Deputy Minister of Economic Development Maria Glushkova, the basis for developing the legislative initiative was the appeal of the leading enterprises of the industry, as well as the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie.

Maria Glushkova noted that at present the enterprises faced a tendency to reduce tariffs for tailoring services offered by European customers. This negatively affects the financial condition of the factories.

The anti-crisis measures that were in place for the garment industry last year allowed enterprises to increase production and tax payments to the budget, and to preserve labor resources. The tax burden on businesses is suggested to be maintained at the level of the previous year to support positive changes.

According to the law-in-draft, in exchange for the benefit of the sewing industry, they are committed to maintaining the level of aggregate tax payments to the state budget and not to allow a reduction in the payroll of workers. Parliamentarians were interested in how this measure will be implemented in practice.

According to the Deputy Minister of Economic Development, the measures of responsibility provided by the law-in-draft are an agreed position of the state and industrialists. The enterprises presented a positive production forecast, taking into account the preferential tax regime and set by the state conditions.
