The Law on genomic registration adopted in Pridnestrovie

The Supreme Council of the PMR adopted in the second non-final reading a completely new law for the republic, regulating the registration of human genomic data at the state level. The law-in-draft was initiated by the PMR President. The deputy corps adopted it in the first reading in January.

Only the use of a person's fingerprint data is regulated by law in the republic at the moment. Criminals do not always leave fingerprints at the crime scene, and criminologists find biological traces more often.

The Law “On State Genomic Registration” stipulates that only citizens who have been convicted and are serving a sentence for committing grave or especially grave crimes, as well as all categories of crimes against sexual inviolability, will be subject to genomic registration. The DNA database will necessarily include biological material that was taken at the crime scene or during investigative actions and was not identified, and biological material of the deceased, whose identity has not been established. Any Pridnestrovian can voluntarily enter data on his DNA, but this procedure will be paid.

Thus, the genomic database will first of all help forensic scientists and investigative bodies to quickly disclose committed crimes, more effectively search for missing persons and establish the identity of a person.

It is necessary to amend several laws, including the laws "On the Militia", "On Personal Data" and the Criminal Procedure Code of the PMR. The Committee on Social Policy and Health will prepare a package of laws by the third reading to eliminate inconsistencies with the current legislation of the republic in order for the law on genomic registration to enter into force (from January 1, 2022).
