In search of a compromise

Members of the Presidium of the Supreme Council discussed important issues for the citizens of the republic during the last meeting. One of them concerns the compulsory insurance of civil liability of vehicle owners. This problem has its own history. Deputies of the Supreme Council have repeatedly rejected legislations initiated by the Government on insurance because of the low standard of living. Last year, the President issued a decree introducing compulsory insurance of motor vehicles. Members of parliament are convinced that these relationships should be regulated by law. This legislation should take into account the existing realities.

Relevant law-in-draft of the government is placed for consideration of the Supreme Council. The discussion of its contents was dedicated to parliamentary hearings, passed last summer. The organizer of stakeholder dialogue was made by the parliamentary committee on agriculture, transport, construction, natural resources and the environment.

Having thoroughly studied legislative initiative presented by the Government the deputies of the responsible committee produced 21 important and relevant remarks. However, the government has not agreed to change the concept of the law-in-draft at that time.

The Speaker of Parliament, Vadim Krasnoselsky drew attention to the importance and urgency of this theme for the vehicle owners and currently registered in the country more than 150 million units. As experience has shown in recent years, the annual increase in the number of vehicles in the country is on average 6000 units.

It should be noted that the procedure for compensation of damage to life, health and property ownership in the developed countries has long been regulated at the legislative level. Recent years, the relevant laws have been adopted in the CIS countries. The Russian law on civil liability acts since 2003 (more than 90% of car owners are holders of the relevant policy), Ukraine - from 2005, in Moldova - from 2006.

New deputy corps will consider a law-in-draft on insurance in the first reading at the next plenary session. Chairman of the committee Efimy Koval voiced the position of his colleagues in the course of the meeting of the Presidium of the Parliament's position. It includes the recommendation of the deputies to reject the government's law-in-draft.

The agenda of the meeting of the Presidium included adopted in the first reading a law-in-draft "On amendments to the Law "On Population Census in Pridnestrovie". A table amendment was prepared by the responsible committee in preparation for the second reading of the document. Let’s remember, the author of the legislative initiative, the deputy Gregory Dyachenko proposes to add the content of the law in force of the new provisions that provide administrative liability for the conduct of a copyist in the census campaigning. Motivation initiative was prompted by the necessity to eliminate the legislative level, negative development which has taken place during the election campaign for elections to the representative bodies of power in the fall last year. As you know, at the expense of the Russian Federation from 14 to 25 October 2015, a population census, and on November 29 a single day of voting took place in the republic.

According to some members of parliament we need conceptual change of existing law.

Legislators have to adopt the final decision on the subject at the plenary session. The nearest one is scheduled for January 20.
