Citizens' appeals are at the core

The Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms headed by the Vice Speaker of the Parliament Galina Antyufeeva considered more than two hundred legislative initiatives during the spring session. About sixty were adopted by the Supreme Council in final reading, signed by the head of state and entered into force. At the heart of new legislative acts, in most cases, citizens' appeals lie. More than six hundred people addressed the profile committee during the reporting period.

Thanks to the amendment to the Constitutional Law "On PMR citizenship", the procedure for the adoption of Pridnestrovian citizenship by a child born on the territory of the Republic was simplified. Now, for the citizenship of the PMR, the application of one of the parents is sufficient. A legal issue related to the need for one of the parents to consent to the child's departure abroad was also settled. According to the adopted changes, a parent who prohibits the departure of a minor must indicate the reason for the ban. A three-day period is also determined for the consideration of the application and notification of the second parent. As the head of the responsible committee Galina Antyufeeva noted earlier, citizens who repeatedly could not go with the child outside the republic because of abuses connected with the law of prohibition prescribed in the law repeatedly addressed her.

Lawmaking work of the profile committee was devoted to the improvement of the legal framework in the sphere of road safety. The result of the spring session was the strengthening of administrative, and in some cases, criminal liability for violation of traffic rules. In order to eliminate corruption factors, amendments were made to the Code of Administrative Offenses, establishing fixed penalties for violations of traffic rules. At the same time, the time was extended for the voluntary execution of decisions on cases of administrative violations. At the same time, criminal liability and deprivation of the right to drive a vehicle threaten for driving under the influence if it led to accidents, as well as to drivers who were previously subject to administrative punishment for this type of offense.

On the contrary, liberalization of the measures of responsibility took place with regard to a number of economic crimes. In particular, changes in the law have affected the order of detention of suspects in custody.

Responding to numerous complaints of Pridnestrovians, parliamentarians supported the law-in-draft aimed at strengthening the measures of responsibility of officials for wrongful refusal to accept or consider appeals of citizens. For this type of offense, the penalties were doubled.
