At the meeting of “The Obnovlenie” faction, deputies discussed issues on the agenda of the plenary meeting opening the spring session of the Supreme Council.

In addition, at the initiative of Deputy Oleg Vasilaty, members of the parliamentary faction considered the issue of amending the Order of the Ministry of Education “On Approving the Regulation on the Organization and Implementation of Educational Activities for Additional Professional Educational Programs”. The order of the relevant ministry dated February 27, 2019 significantly increased the number of hours (from 250 to 1000) for additional education. As the legislator noted, “this is an additional burden on the budget, in fact, increasing budget expenditures”.

According to representatives of the Ministry of Industry, 1000 hours will provide really good training for a specialist and will provide an opportunity to acquire the necessary skills in a new specialty.

If a person wants to get another education, then you can enter a specialized university and get another specialty. There is always such an opportunity, lawmakers are sure.

According to most members of the faction, it is premature to make such a norm. It is necessary to study and elaborate this issue in more detail.

As a result, it was decided to return to the discussion of this issue after the government received information on what the costs of implementing such changes in the field of education. In addition, deputies would like to see a comparative analysis of how retraining of personnel is carried out in other countries. The deputies also believe that any changes in the regulatory framework that entail additional budgetary expenditures should be reflected in the main financial document of the country.
