Amendments to the law "On purchases in the PMR" are related to situations in which the terms of the contract can be changed by mutual agreement of the parties. Such situations are associated with factors that are objective in nature and do not depend on the parties to the contract. These can be political and economic conditions, seasonal production of goods and services, the impact of scientific and technological progress, unforeseen circumstances, inflation.
The law-in-draft proposes to provide the right to change the essential terms of the contract when it is executed by agreement of the parties in terms of price changes upward. It will be possible to do this within the amount of the registered contract and the range of goods while maintaining the terms of delivery.
Let us recall that the law "On Procurement in the PMR" has been in effect in Pridnestrovie since 2020. The law provides for a new procedure for public procurement by all state and municipal enterprises. It was initially decided to gradually switch to new conditions for procurement in order not to disrupt the work of institutions and organizations. A number of Government agencies are participating in pilot project and are already making purchases based on the new law at this time.
