Improve service

In the course of the plenary session, parliamentarians adopted legislative initiatives related to certain types of entrepreneurial activities in the first reading. The author of the legislations was the Government. In particular, the deputy corps supported the proposal to establish preferences for the customs tariff for the import of vehicles to organizations that carry passengers by public transport. People's representatives agreed with the introduction of a new type of individual entrepreneurial activity - the export of solid domestic waste.

As it was explained by Deputy Prime Minister, Minister of Economic Development Sergei Obolonik, the amendments to the law "On Customs Tariff" have been developed with the aim of creating conditions for updating buses by organizations carrying passengers by suburban, intercity and international routes. The possibility of preferential import of vehicles can be used only by legal entities. At the same time, a legislative ban on alienation (sale, leasing) of purchased vehicles for a period of three years is established.

On behalf of the government, Sergei Obolonik presented to the deputy corps a legislative initiative to supplement the provisions of the law "On an individual entrepreneurial patent". The purpose of the law-in-draft is to grant the right to individual entrepreneurs to carry out such activities as the export of solid domestic waste. Currently, the removal of garbage from the territories of settlements is carried out only by specialized organizations. According to the developer, the adoption of this legislative initiative, in particular, will help solve the problem with the export of solid waste in rural areas, where this problem is felt most acutely.

As part of the discussion of the legislations, the deputies asked how the garbage disposal system would work, how the relationship between the recipient of the service and the individual entrepreneur would be structured, as in this case the service will be paid. Minister of Economic Development Sergei Obolonik emphasized that the appearance of an individual entrepreneur in this sphere will serve as a healthy competition. According to the Speaker of the Parliament Alexander Shcherba, the method of payment for the service for the export of solid waste is the choice of every citizen. He has the right to determine whether to conclude a contract or pay a receipt.
