Again to the law-in-draft on public procurement

The Supreme Council in July this year adopted the Law “On Public Procurement in Pridnestrovian Moldavian Republic”.A new document for the republic was developed by deputies Mikhail Burla, Viktor Guzun, Vadim Doni, Grigory Dyachenko, Vadim Kravchuk, Sergey Cheban. Lawmakers proposed to change the approaches to the spending of budget funds in the sphere of public procurement.

The document was vetoed by the President, as some of its provisions raised questions. A conciliation commission was created, which included deputies and government representatives to develop a single consolidated position on the discussion norms. This is reported by the presidential press service.

Participation in the discussion was attended by the Chairman of the Supreme Council Alexander Shcherba, deputies Viktor Guzun, Oleg Leontyev, Alexander Korshunov.

In turn, the government, referring to the Russian practice, proposes to adopt a separate legislative act.

It was emphasized during the meeting that the process of public procurement carried out by unitary enterprises needs legal regulation. A lot of abuse was revealed in previous years in this sphere. Since 2017, the state controls state purchases of municipal enterprises and state enterprises, the amount of which exceeds 200 thousand rubles. Mandatory examination of prices helped prevent a number of potential abuses, the head of government said.

The President Vadim Krasnoselsky, having heard the arguments of the participants of the meeting, emphasized that giving government purchases solely at the mercy of decency of the head of the enterprise is not possible. The mechanism of budget spending should be as transparent and clear as possible. The meeting participants agreed that the norm under discussion needs additional elaboration involving the heads of municipal enterprises and state enterprises in the discussion.
