17.01.2024

The PMR Parliament considered at the first plenary meeting of the year considered the law-in-draft of the Pridnestrovian Moldavian Republic “On approval of the state target program “Replacement of lamps with mercury-containing lamps for street lighting of public roads of the Pridnestrovian Moldavian Republic, which are in state and municipal ownership, with LED lamps” for 2024-2028.

The author of the legislative initiative was the Government of the Pridnestrovian Moldavian Republic.

The draft state program provides for the phased modernization of street lighting along highways. According to the authors of the law-in-draft, the implementation of the State Digital Program will reduce the accident rate at night, increase the safety of citizens and reduce energy costs. The Government notes AIN addition, abandoning mercury-containing lamps will reduce the harmful impact on the environment.

According to government representatives, the implementation of the state program to replace lamps with LEDs will reduce the costs of the republican budget. The average estimated power of street lamps currently in use is 150 W; based on the results of the program, this figure is projected to be equal to 77 W (which is 48% less than lamps with mercury-containing lamps). Such environmentally friendly lamps have been produced by the Elektromash plant for several years.

Most of the parliamentarians were in favor of adopting the state program.

The state program was discussed in the course of the plenary meeting for a long time. Deputies asked questions, several parliamentarians opposed the adoption of this GPC. Among the main reasons are the difficult economic situation in the republic and the lack of money in the budget for the implementation of the state program. The relevant committee emphasized that the draft of the new state program requires refinement and amendments as part of the second reading.

The law-in-draft on the launch of a targeted state program to replace mercury lamps with LED lamps was supported by the majority of parliament members in the first reading. Work on the law-in-draft will continue, it is necessary to find sources of funding for the program and take into account all proposals and comments in the process of preparing for the second reading.
