Targeted collection for improvement in Tiraspol: directions for spending funds

Residents of the cities of Pridnestrovie began paying a targeted fee for improvement this year. Only residents of villages and towns have paid this tax since 2013. Deputies of the Supreme Council adopted changes to the law “On the fundamentals of the tax system in the Pridnestrovian Moldavian Republic” back in September 2022.

According to the law, the maximum size of the target fee is 10 minimum wages. The rate for each district, city or village is set by local authorities. The funds are sent directly to the budget of the locality whose residents paid this fee. Local authorities decide how to spend these funds.

Deputies approved in the course of today's plenary meeting of the Tiraspol City Council the Regulations on the procedure for using funds received by the local budget of the city of Tiraspol in the form of a targeted collection from citizens for the improvement of the territory of the city of Tiraspol, the village of Kremenchug, and the village of Novotiraspolsky.

The draft document was developed by the state administration of the capital together with the Tiraspol City Council, the Prosecutor's Office, the Accounts Chamber and social activists. The authors tried to take into account the experience of rural and township settlements.

The authorities of Tiraspol have enshrined in the Regulations the norm according to which the targeted collection is spent on the implementation of socially significant measures for the improvement of territories. For example, creation and arrangement of recreation areas, sports and children's playgrounds, organization of sidewalks, alleys, bicycle paths, creation and arrangement of places for car and bicycle parking, greening the city and the elimination of unauthorized landfills.

A program of measures for the improvement of the territory of the city of Tiraspol was adopted together with the Regulations at the session of the Tiraspol City Council, the source of financing of which is the targeted collection for improvement.

One example of modern children's playgrounds that meet all standards established by the state is the playground in Aviator Square, one of the most popular in Tiraspol.

Another modern children's playground with a rubber coating appeared in the very center of the capital. It is located next to the Tiraspol shopping center in the 25th of October Str.

2.4 million rubles will be allocated for the improvement of children's playgrounds within the framework of the Tiraspol territory improvement program this year. These funds will be enough to install a new rubber coating on an area of 2.5 thousand square meters, according to preliminary calculations by the Tiraspol authorities. These are more than 40 sites that are located in courtyards, squares and parks of the capital.

The program of events for the improvement of the capital will be supplemented. Tiraspol deputies left part of the funds received from the targeted collection in reserve. The decision on their spending will be made throughout the year depending on the needs of Tiraspol residents.
