Employment of physically challenged people of groups I and II

The Supreme Council deputies agreed with the Government's opinion to stimulate employers to hire people with special needs of groups I and II. Amendments were adopted to 6 specialized laws, including the law "On Employment of the Population" in the first reading. The incentive involves the payment of a subsidy to organizations and individual entrepreneurs for each physically challenged person of group I or II hired. The amount of the payment will not exceed 5 minimum wages, which is about 10.8 thousand rubles. The amount will be paid in 5 parts – after the 1st month of employment of physically challenged person, after 3, 6, 9 and 12 months, the official representative of the Ministry of Social Protection and Labor explained to the deputies. These subsidies will not be subject to taxes. According to the relevant ministry, due to the payment of subsidies to employers, it will be possible to employ about 30 physically challenged people of group I or II in the first year of the norm's operation.

The deputies of the Committee on Social Policy will think over a mechanism for monitoring employers who will employ physically challenged people and receive subsidies from the state for this by the second reading. It is necessary to additionally work out issues that in practice hinder the employment of people with special needs according to the information of the Committee.

The relevant committee will continue to work on the legislations adopted in the first reading concerning the payment of subsidies to employers for the employment of physically challenged people of group I or II.
