As usual on the eve of the next plenary session of its meeting members of “The Obnovlenie” parliamentary faction brought together. They discussed the most important legislations included in the agenda of today plenary session. This, of course, the forthcoming adoption in the third final reading of the draft state budget for this year, the budget of the Unified State Social Insurance Fund as well as the anti-crisis law-in-draft, initiated by the President.
As regards the latter document, according to the head of the profile parliamentary Committee on Economic Policy, Budget and Finance Alexander Martynov, legislators included in it a lot of amendments and addendum. At the same time, members of the faction were categorically against the law fixing the financial amnesty procedure.
Chairman of the Supreme Council Committee on Social Policy, Health, Labour, Family and Childhood, member of “The Obnovlenie” Sergey Cheban drew his colleagues' attention to the need to change some of the basic rules of the law "On State Pensions in PMR". The fact that foreigners earlier could receive a pension on the basis of permanent residence or temporary registration, in 2013 the situation has changed. Offered in force in the sphere of pensions legislation change implies a return to the previous scheme. The author Sergey Cheban supposes initiatives that legislation should respond quickly to a variety of circumstances arising from our citizens or citizens coming to us.
Members of the faction spoke for the prompt adoption of the legislations aimed at amending the Constitution, the Law "On the Rules of the Supreme Council". They concern the exceptions laid down in the Basic Law and the Law "On the Rules of the Supreme Council" norms, providing the possibility of the President of the legislations in the regime of legislative necessity; the possibility of signing by the Chairman of the Supreme Council of the laws passed by the parliament if their constitution in the allotted time (14 days) the President did not sign and did not announce.
