Requirements for the location of the republican shelter for stray animals

The Supreme Council prescribed the requirements for the location of the republican shelter for keeping stray animals. The money for its construction is included in the republican budget of this year in the amount of 1 million rubles. The distance from the shelter to residential buildings and food production facilities should be at least 1 kilometer. The territory of the shelter must with a fence at least 2 meters high with a base that prevents the animal from undermining. This opinion of the Committee on Regional Policy was supported by the majority of deputies today.

Initially, the law-in-draft proposed to register 300 meters from the border of the settlement. The initiative was adopted in the first reading on June 28. The relevant committee invited interested parties to discuss and develop amendments after discussion at the plenary session. It was decided in the course of the meeting of the Committee on Regional Policy to increase the distance from the shelter to residential buildings up to 1000 meters in order to take into account the interests of residents who will live near the shelter. Deputies of the Supreme Council and of Bendery have received numerous appeals from residents of the village of Giska and the Leninsky microdistrict of the city of Bendery for several years. Residents complain of an unpleasant smell and barking dogs coming from the animal shelter. It houses about 700 individuals, and the distance from the current building of the shelter to residential buildings is about 300 meters.

To protect the rights of residents, the amendment decided to prescribe a distance of at least 1 km. The position of the profile committee was presented at the plenary session by parliamentarian Anton Onufrienko.

A discussion unfolded during the discussion of the amendment. There were opinions "for" and "against". In addition, the parliamentarians had questions about what should be the requirements for the rest of the shelters and points of overexposure of animals located in the republic.

Anton Onufrienko added in justification of the distance of 1 kilometer that the object that was proposed for the placement of the republican shelter is located at a distance of 500 meters from residential apartment buildings, to the private sector – 300 meters, in addition, 400 meters from this place is the Bendery Meat Processing Plant, where they produce food for the whole of Pridnestrovie. In addition, the conclusion of the Commissioner for Human Rights states that 300 meters is an insufficient distance that will not solve the problems of citizens.

Another amendment of the profile committee was considered in the course of the plenary session. It prescribes the right of the Government to approve the rules for organizing the activities of shelters, detention centers and establishing standards for keeping animals in them. That is, it gives the executive branch the power to approve, among other things, the distance for the location of other animal shelters. The deputies discussed this topic.

The amendments of the profile committee were supported by a majority of votes. They determine the approval by the Government of the requirements for shelters and points of overexposure of animals, and for the republican animal shelter, where it is already expected that there will be about 700 individuals, the distance to residential buildings should be 1 kilometer.

The Supreme Council Chairman called on the deputies and official representatives of the President and the Government to regulate all issues related to solving the problem of stray animals, within the framework of the law-in-draft of the deputy Oleg Vasilaty "On the treatment of dogs", which has already been submitted to the Parliamentary Committee on Regional Policy, Local Self-Government and Housing and Utilities.
