The Current Issues

Legislative initiatives, planned for consideration at today's plenary session, the day before were discussed during the traditional meeting of “The Obnovlenie” faction.

 Among the first was the improvement of legislation in the fight against illegal currency transactions. The Government has proposed to amend the Criminal Code and the Code of Administrative Offences. Their essence - is the amount of illegal currency transactions for the commission of which provides criminal penalties, should be reduced from 30,000 to 5,000 MW, and for repeated violation within one year - to criminalize. The opinion of the faction members was unequivocal - the responsibility should be retained only administrative, the "lower threshold" should be left, after which a measure of responsibility comes.

The president has sent law–in-draft to Parliament in the regime of legislative emergency "On amendments and addendum to some laws". It is about providing preferences for utility payments for certain categories of citizens - the disabled World War II (3 persons), the Second World War participants (158 people), as well as equal to them status (1012 people). Members of "The Obnovlenie" were in favor of the law-in-draft in the first reading, with its subsequent finalization, refinement of specific recipients of benefits.

The law-in-draft on introduction of amendments to the Law "On licensing certain types of activities" was also the subject of discussion. We are talking about the possibility of the economic entities that will receive a license to non-cash payments in foreign currency. Different opinions were sounded regarding this proposal, but the consensus was to support the legislative initiative in the first reading.
