The Government presented legislative initiative aimed at introducing amendments to the Administrative Code. It concerns the establishment of the authority to draw up protocols for violations of the rules for the control of quarantine, especially dangerous pests of plants, pathogens of plant diseases, weed plants. Currently, they are endowed with employees of the State Supervision Service of the Ministry of Justice of the Republic. These are officials of the bodies exercising state phytosanitary control (supervision).
In 2014, they drafted 33 protocols on administrative offenses, in 2015 - 50, in 2016 - 27, in 2017 - 26, totally for this period - 136 protocols. For comparison, in the period from January 1, 2010 to December 31, 2013, when internal affairs officers were engaged in this, 756 such protocols were drawn up. In this connection, the government proposes to additionally determine the persons who are entitled to draw up protocols for this kind of offense, namely officials of the internal affairs bodies (militia). In addition, the draft law proposes the transfer of authority for the consideration of cases on these administrative offenses from the State Supervision Service to the jurisdiction of administrative commissions under the state administrations of cities (districts).
The law-in-draft was unanimously adopted by the Supreme Council in the first reading. The law-in-draft was sent by a deputy, Yury Kucherenko. The draft law was developed on the instructions of the President.
The draft law proposes to provide the possibility of opening additional current accounts in Pridnestrovian rubles to organizations for the duration of a specific project if there is a certificate. In addition, it is proposed to establish that additional current accounts can be opened only in an authorized bank in which current account in rubles is opened.
The deputy corps adopted in the final reading amendments to the law “On compulsory insurance of civil liability of vehicle owners”. The amendments were proposed by the deputies of the relevant parliamentary committee. The document expands the list of owners of the policy OSAGO. According to the authors, the provisions of the law should be extended to vehicles with neutral numbers. Owners of cars with foreign registration must have a Green Card insurance policy at the entrance to the republic in printed form. If foreign car owners do not have a Green Card, they will need to purchase an MTPL policy in Pridnestrovian Moldavian Republic.
Control over the implementation of the accepted norms of the law will begin on May 1, 2019.
