The Status of Rural Administrations was defined by Law

26.04.2017

Amendments to the law "On Local Government, Local Government and State Administration", which determine the status of the village (township) administration as a local government body and the authority of the heads of rural administrations "were adopted by the Supreme Council in the second reading, taking into consideration the amendments. One of them concerns the coming into force of the adopted provisions of the law: it is necessary for its implementation to develop a number of by-laws. This is due to the fact that, along with the exercise of the powers of the executive body of the village council, a part of the functions of state administration will be delegated to the rural administrations. The government is to settle this issue within 30 days.

The author of the law-in-draft and the chairman of the responsible committee, Oleg Vasilaty, commented on the results of work on the legislation in the framework of “The Obnovlenie” (Renewal) parliamentary faction.

Earlier, the problem of delineation of powers in the management of villages appeared in 2008 after the decree of the President on the introduction of the administrative-territorial offices into the structure of the executive bodies of state power, which in fact replaced the executive bodies of local self-government. Deputies of the VI convocation of the Supreme Council resumed work on eliminating contradictions in this sphere. This topic was dedicated to the parliamentary hearings held in March this year.

The adoption of this law-in-draft is another step towards improving legislation in the sphere of local self-government.
