The funds for restoration of the reclamation complex

Our climate in recent years has become more arid, therefore, without artificial irrigation, one cannot count on a good harvest. The main issue on the agrarians' agenda is the restoration of the reclamation system. Deputies of the Supreme Council in the second reading adopted the law-in-draft with amendments to the law “On the basics of the tax system in the PMR”. The Government has proposed to introduce an additional tax from agricultural producers in the amount of 4 MW per hectare for the development of the agro-industrial complex. However, the deputies of the relevant committee came up with a proposal to change the purpose of this collection.

The deputies supported the amendment of the profile committee. In addition, the initial version of the law-in-draft stated that the targeted fee would be levied in accordance with the Land Code.

The fact is that in our republic privileges have already been established for some agricultural lands. For example, in areas that has fallen under grubbing or under the laying of perennial plantings. A discussion arose during the discussion of the law-in-draft in the Committee on the agro-industrial complex whether the new tax would apply to such lands or not.

As a result, the Agro-Industrial Complex Committee decided that this fee will be levied on all agricultural lands without exception. This point of view was supported by the Supreme Council at today's plenary session. The financial resources that will go to the budget from this collection are planned to be used for the current and major repairs of reclamation networks, the purchase of equipment and equipment for irrigation.
