Funds to reduce the deficit of local budgets

The Supreme Council adopted amendments to the law on the republican budget for 2025, related to the financing of elections to local government bodies, which will be held on the Single Voting Day on November 30, 2025, together with the elections of deputies of the Supreme Council of the Pridnestrovian Moldavian Republic of the VIII convocation. The need to introduce new rules into the main financial document of the country is related to the amendments to the electoral legislation that came into force. Thus, the parliament introduced a number of amendments to the Electoral Code of the Pridnestrovian Moldavian Republic in June of this year at the suggestion of a group of deputies. One of the innovations concerned a change in the source of financing elections to local government bodies and local self-government. The funds for organizing elections of people's deputies of local Councils of People's Deputies, chairmen of Councils – heads of state administrations of villages, settlements will be directed from the republican budget. As well as for elections to the Supreme Council. However, the old rule was in effect, according to which elections to local government bodies were financed from local budgets when developing and approving draft laws on local budgets for 2025, as well as the law on the republican budget for 2025. Therefore, certain funds were planned in local budgets for holding these elections. Almost 6 million rubles in total for all cities and districts of the republic. This money will be directed to reducing the deficit of local budgets to the law on the republican budget, at the suggestion of the Chairman of the Supreme Council of the PMR Alexander Korshunov, the author of the law-in-draft on amendments. Elections to local councils will be financed from the cost estimate previously approved for organizing elections to the parliament of Pridnestrovie. The law-in-draft on introducing relevant amendments to the law on the republican budget for 2025 was supported by the deputies at the plenary session in two readings.

The deputies adjusted some provisions of the Resolution on approving the budget for organizing and holding elections of deputies of the Supreme Council of the VIII convocation. This document provides for holding elections not only to the highest representative body of power of Pridnestrovie, but also to local Councils of People's Deputies, as well as elections of chairmen of Councils – heads of administrations of villages, settlements. It is important to note that additional funds are not included in the budget. Elections to the Supreme Council and elections to local authorities and local self-government will be financed within the previously approved limits.

In addition the deputies adopted at the plenary session the Resolution on approving the budget for organizing and holding elections of the President of the Pridnestrovian Moldavian Republic, which are scheduled for December 13, 2026.
