The work of the prosecutor's office in 2020 was adjusted by the conditions of the pandemic and quarantine restrictions. The supervisory authorities in general have fulfilled their duties in full and have reached indicators comparable to last year. Prosecutor of the PMR Anatoly Guretsky announced this, reporting on the results of the department's work during an extended online meeting today. According to him, one of the main priorities of the department's work was the supervision of compliance with the requirements of the legislation on citizens' appeals, the presidential press service writes. 306 violations of citizens' rights in various areas were identified in 2020 (for comparison, in 2019 - 553). They are mainly related to imperfect legislation.
Traditionally, the topical spheres of work of the prosecutor's office in the past year were issues of compliance with current legislation in the sphere of legality of tender procedures, issues of medical care, payment of benefits and housing for orphans, writes the website of the PMR Prosecutor's Office. Labor legislation was paid attention to, including in terms of payment of accrued wages.
Anatoly Guretsky in the course of the meeting of the Collegium of the PMR Prosecutor's Office appealed to the heads of state administrations of cities and districts with an appeal to strengthen control in making decisions on the allocation of land plots for construction of commercial facilities, as well as on issuing permits for citizens to redevelop and rebuild apartments in multi-storey buildings.
The topic of land plots after the online meeting was commented on by the Speaker of the Supreme Council of the PMR Alexander Korshunov. He noted that there are many appeals on the topic of land relations. They come from both agrarians (economic entities) and from citizens for the housing stock.
The report of the Prosecutor of the PMR spoke about illegal redevelopments and the consequences that such actions of residents of apartment buildings can lead to. Chairman of the Supreme Council noted: there are standards that do not allow redevelopment without appropriate project of a design institute.
Supervision over the implementation of legislation in the field of economics, budget and finance is the separate subject. Anatoly Guretsky focused on the observance of the rule of law in the implementation of operational-search activities. The PMR President Vadim Krasnoselsky instructed to strengthen the control of law enforcement, tax and investigative bodies in terms of the legality of tax audits.
In turn, the Chairman of the Supreme Council noted that the prosecutor's office should take into account not only the rights of individual citizens of the PMR, but also protect the rights of entrepreneurs.
Summing up the meeting, the PMR President Vadim Krasnoselsky outlined the areas requiring increased attention of prosecutors in 2021. This is compliance with the legislation on citizens' appeals, land legislation, ensuring the rule of law during tenders. The President urged to strengthen the coordinating role of the prosecutor in all areas of activity, including economic and tax crimes, as well as to keep under constant control the issues of the legality and validity of the detention of persons. At the end of the online Collegium the most distinguished employees of the prosecutor's office at the end of the year were awarded class ranks and were presented with departmental awards.
