Meeting on legislation improving in the sphere of construction

An expanded meeting on the issues of the construction industry was held at the site of the Administration of the PMR President. The working discussion was initiated by the President. The heads of the legislative and executive branches of power, a number of ministries, departments and parliamentary committees, heads of state administrations, as well as representatives of leading organizations in the construction and road industries of the republic were invited to the discussion. As Vadim Krasnoselsky noted, it is the availability of local materials, labor resources and a production base in the most difficult crisis conditions in the context of the implementation of state infrastructure programs that make it possible not to stop the development of the Pridnestrovian economy.

According to the press service of the PMR President, the meeting participants discussed the current legislation and proposed legal innovations. One of the main questions is how contractor construction and road industry enterprises implement the norms of the law on the budget-2022, which were introduced this summer. Changes were made to the legislation on the basis of the results of verification activities carried out by the Accounts Chamber. In the event of savings under the item “Salary” during the implementation of projects within the framework of the Capital Investment Fund, the Road Fund and other repair and construction work commissioned by the state, these funds must be returned to the customer. The group of deputies of the Supreme Council was the author of this law-in-draft.

The three-month period of validity of the adopted norm allows us to draw conclusions about its effectiveness. The return to the budget of funds, which are subsequently directed, among other things, to the implementation of new construction programs is among the advantages. The Government, state administrations and construction organizations  consider at the same time that the adjustments made did not justify the stated goals. According to most, the savings are conditional. The specificity of the industry implies the seasonality of the work. Salaries of employees must be paid all year round at the same time. Stability of income is the main factor holding back the outflow of qualified personnel. If this aspect is canceled, the sector of the economy, which is already experiencing a serious shortage of personnel, will be left without labor resources.

The President after a detailed discussion and an exchange of views proposed to cancel the controversial norm. The discussion of this issue will continue in the working order in order to develop an optimal mechanism. All interested parties are expected to participate in the discussion. The PMR President set the task of improving the legal framework in terms of pricing in the construction industry.
