Socially Significant and Economically Necessary Laws of the Spring Session

The Supreme Council considered more than 600 issues from January to July of this year. A lot of legislations were adopted on the basis of appeals from voters. There are innovations in the sphere of education and medicine. The deputies adjusted the current legislation for safety on the roads. Changes were adopted to support enterprises in the economic sphere.

Sphere of economy

The state took support measures against the backdrop of events around Pridnestrovie, changes in logistics and accordingly an increase in the costs of enterprises. This is a reduction in the tax burden and the provision of soft loans, which will help them work and pay taxes to the state budget.

This year's budget expenditures have been revised. Due to the external situation, the deputies reduced some articles in order to create a reserve for the payment of pensions, benefits and wages to state employees.

Social politics

Measures were taken to support citizens who arrived from Ukraine in the spring session. They can temporarily find a job with us, live and eat for free in temporary accommodation centers. The children receive meals in educational organizations. One-time the state gives them school stationery without payment.

The state provided support to pensioners receiving Russian pensions. The deputies adopted amendments providing for additional payments up to the level of the Pridnestrovian pension, which pensioners received before switching to the Russian one in the spring, when the exchange rate of the Russian ruble fell significantly.

The allowance for caring for a person with special needs from childhood will continue after the age of 18. It will be paid from 2023. We are talking about groups I and II, requiring constant care. 100 minimum wages, which is 970 rubles, is received by parents only until the age of majority of a disabled child now.

Contract servicemen will be able to go on maternity leave if the child is left without mother's care. The changes will take effect on the 13th of August.

Certain types of benefits have been preserved while on leave to care for a child under 3 years old for orphans and those left without parental care. Provided that they studied at the hospital and were on full state support. These are benefits for paying utility bills, paying allowances for food, buying clothes, and receiving scholarships.

Starting next year, the state administrations of cities and regions will pay monthly monetary compensation to orphans for commercial rental of housing, if it is not possible to provide them with separate housing or a place in a hostel. The procedure, amounts and conditions for providing such a payment will be regulated by a legal act of the Government of the Pridnestrovian Moldavian Republic.

Pupils of the Suvorov Military School, the Cadet Corps and the School of the Olympic Reserve, who have been assigned a survivor's pension, have the right to receive it in full now. The payment was 50% of the assigned one previously, before the changes were made.

According to the current legislation, full-time university students receive a survivor's pension until they reach the age of 23. If they interrupted their studies for military service, then they will be able to receive the payment up to 24 years. The legislation will take effect next year.

The law of the Pridnestrovian Moldavian Republic "On additional education" spells out the categories of children who are entitled to a 100% or 50% discount for studying in children's music and art schools, as well as in art schools. Previously, these benefits were determined by a government decree.

Entrepreneurship

The deputies prescribed in the legislation what applies to non-medical massage, which can be done under a patent and without special education. These are, for example, SPA massage, hydromassage, fitness massage.

A legislative innovation was the opportunity to use a self-employed certificate and a patent indefinitely. It is enough to do this to pay them on time. They were valid for a maximum of three years before the changes were made. In addition, individual entrepreneurs who work under the patent and simplified taxation system can now receive a recalculation of the cost of a patent due to temporary disability. It is enough to apply to the tax authorities within three days after recovery with an application and a document confirming temporary disability.

Initiatives based on people's requests

You can now apply to social security for an old-age pension in advance – a month before your birthday. This will make it possible to timely assign a pension to men aged 60 and women who are 55 years old. Accordingly, they will receive the right to benefits in time – for travel and utility bills.

There was an opportunity to privatize an apartment provided by the state in the order of partial improvement of living conditions with a smaller area. Legislative changes were adopted in response to people's appeals. At the same time, the area per family member must be at least 12 square meters.

It will be easier for tenants of high-rise buildings to resolve common house issues at meetings. The deputies reduced the minimum norm of votes. According to the adopted changes, it is necessary now to get 50% + 1 vote from the total number of owners.

The period for issuing copies of documents and certificates to employees at enterprises and organizations has been reduced to 5 working days. This rule protects the rights of both former employees and those who carry out activities remotely. The changes were initiated and adopted by the deputies on the basis of citizens' appeals.

Family support

Pridnestrovians who have purchased housing for the first time, and 3 years have not passed since the purchase, can still apply for a property deduction. Previously, the term was less – 1 tax period. The deputies supported the amendments to the legislation so that Pridnestrovians who did not know about such state support or did not have time to use it could apply to the tax authorities for a property deduction. The amount for which you do not need to pay income tax depends on the category of taxpayers and ranges from 104 to 353 thousand rubles.

The subsidy provided by the state for the purchase of housing is not taxed. In addition, the deputies clarified in the law that state employees under the age of 36 will be able to apply according to the prescribed categories of recipients. Those Pridnestrovians who have a common area with other family members will also have the right to a certificate from next year if there is less than 12 square meters per person.

For the safety of people

Remotely piloted aircrafts with a takeoff weight of more than 30 kg must now be registered. Their use is now controlled quite carefully due to the fact that terrorist attacks were committed on the territory of Pridnestrovie in the spring. Aircraft with a carrying capacity of up to 30 kilograms are subject to notification, except for children's toys weighing less than 150 grams. Law enforcement agencies can stop the illegal presence of remotely piloted aircrafts in the airspace now. The powers to control and supervise the use of airspace have been transferred to the President.

A person can pay a fine from 920 to 1840 rubles for a deliberate drift. The changes were made for road safety. The administrative responsibility for drifting is set higher than for violating other prohibitions provided for by the Rules of the Road in order to avoid the creation of emergency situations.

Strengthening responsibility

Criminal liability is increased for false mining. If this concerns social facilities, for example, schools, hospitals, clinics, then the violator faces a fine, compulsory or corrective labor, or a prison term of 3 to 5 years. The term is longer - up to 10 years in prison if these actions by negligence led to the death of a person.

Up to five years in prison can be obtained for the deliberate forgery of voters' signatures on signature sheets, as well as for their certification and if the personal data of voters is not legally used in the collection of signatures. Criminal liability is established by new norms of the electoral legislation. The Supreme Council adopted changes within the framework of harmonization with Russia. The main goal is to prevent this kind of offence.

Laws for road users

If the driver has a category B license, he can drive with a trailer over 750 kilograms. The main thing is that the trailer should not be heavier than the car, and their total weight should not exceed three and a half tons. Previously, the driver had to obtain an additional category C1.

There are general requirements for parking. The decision to create public or free parking near high-rise buildings will be made by local authorities, taking into account the opinion of homeowners. Paid parking is prohibited near schools, kindergartens, hospitals and clinics, sports facilities, near apartment buildings and government buildings.

New Powers

State administrations will deal with the problem of abandoned buildings and non-residential premises. The deputies gave them more powers. The local government may issue a warning about the need to bring the object into proper condition and set a period for mandatory repairs – from 3 to 18 months. If the owner is inactive without a good reason, state administrations can file a lawsuit with the court, which will decide on the sale of such property at public auction. The amount from the sale will be transferred to the owner, minus the costs of bidding and the execution of a court decision.

The Pridnestrovian Ombudsman received more powers, respectively, more people can now apply to him for the protection of rights and freedoms. This applies, among other things, to those convicted and imprisoned. The term of office of the Ombudsman has been extended to seven years.

Changes in education

Bachelor's graduates can now enter the magistracy without exams only in their field of study or in a related field. Future doctors, studying at the residency at the expense of the state, must conclude an agreement on mandatory training in state medical institutions. The deputies wrote it into the law.

Learning without interruption – this opportunity is now available to inductees on any course, and not only after the first as before. If they were called up, then they will be able to continue to study the profession at a distance learning or evening uniform for the duration of their service.

Health and culture

New vaccinations have been added to the Immunization Calendar of the population – against hemophilic and pneumococcal infections. They are carried out free of charge in public health organizations.

37 objects of cultural and historical heritage are included in the Unified State Register. Works in the technique of mosaics, painting and stained glass are under the protection of the state.
