The decision, which is expected

To date, the action of the individual entrepreneur's patent applies only within one administrative-territorial unit, where it has been issued - at the place of registration of the patent holder. That is, the villagers are forced to seek employment in the cities, is out of common practice: they cannot receive patent the city, local - does not allow work where labor demand citizen. In this situation, the only way out - the acquisition of the so-called republican patent. Mentioning many peculiarities, its cost is much higher than that of a standard patent.

The solution of the problems was proposed by the Chairman of the Supreme Council Vadim Krasnoselsky. The initiative, suggesting a new mechanism belongs to him: the person wishing to obtain a patent shall submit an application to the territorial tax inspectorate at the place of residence, indicating the administrative and territorial unit, which plans to carry out activities. In order not to disturb the balance of the proceeds to local budgets, the author proposes a fee for a patent to produce at rates established by public authorities of the city or area in which the entrepreneur intends to operate.

Presenting the law-in-draft, the head of the Committee on Development of Entrepreneurship and Industry Viktor Guzun called the initiative "important, relevant and effective". According to him, most of all requests in this regard were from inhabitants of Slobodzeya district, working in Tiraspol and Bendery. He supported his colleague and the head of the Committee on the AIC, transport and construction Efimy Koval. He said that, as the deputys representing the Parliament in the interests of the residents of Parkany and Ternovka is repeatedly addressed by individual entrepreneurs (mostly representatives of the sphere of hairdressing services) with the request to assist in solving this problem. Parliamentarian Gregory Dyachenko, recalling the citizens (the majority of the inhabitants of the nearby to Tiraspol villages), trading in the capital market "Limanny" presented his example.

Government representatives informed the plenary that the idea as such is supported. The conclusion will be positive, but at the moment there is an agreement with the authorities on the ground, as it will affect their budgets change. Comments and suggestions will be formulated for the second reading.
