Social protection of orphans: temporary housing in dormitories

The Supreme Council adopted in the third reading the law-in-draft aimed at social protection of orphans, children left without parental care, orphans and children left without parental care.

Amendments are being made to the law "On additional guarantees for the social protection of orphans and children left without parental care" in connection with the adoption of amendments to the Housing Code of the PMR. If it is impossible to immediately provide living space to orphans, children left without parental care, persons from among orphans and children left without parental care, is provided by the authorized executive body of state power with living quarters in a dormitory within 3 weeks. Monthly monetary compensation for the costs of commercial rental of residential premises is paid at the expense of the local budget in the manner and amount established by the Government of the PMR if it is impossible to provide a room in a dormitory, until the provision of living space not below the established social norms.

Rooms in dormitories as well as the practiced commercial rental of housing will help provide this category of citizens with temporary housing. The provision of temporary housing does not lead to the loss of a place in the preferential line for receiving housing under the state program for providing an apartment or a house for orphans and those left without parental care.

As mentioned earlier in the report on the work of the state program "Provision of housing for orphans and children left without parental care", more than 1100 orphans are on the waiting list for housing. About 100 more people who graduate from orphanages and boarding schools join it every year. The deputies supported the law-in-draft unanimously.
