Deputies of the Supreme Council Alexander Korshunov, Sergey Cheban and Vladimir Pelin proposed to amend the current legislation. The proposed norms will make it possible for cadets of the Tiraspol Law Institute of the Ministry of Internal Affairs of the PMR named after Kutuzov to receive a survivor's pension. The prerequisite for the development of a legislative initiative was the collective appeal of cadets, who from 2023 have ceased to receive such payments.
A survivor's pension is a social benefit received by disabled relatives of a deceased person. It is prescribed usually to children, as well as to the parents and spouses of the deceased, if they have reached retirement age or have a disability.
The Parliament received earlier in 2021 a proposal from the Pridnestrovian Prosecutor to clarify the categories of persons to whom a survivor's pension is granted regardless of being dependent. Clarifying norms have been introduced into the legislation, according to which such a pension is assigned to children, brothers, sisters and grandchildren who are studying full-time in educational institutions until they reach the age of 23. Students and cadets of which are considered to be in the military service or in the service in the internal affairs bodies in addition to educational institutions. It was assumed that citizens studying in such educational organizations are fully supported by the state. This means that the state provides them with free food, a set of clothes and shoes, a place in a hostel or barracks, as well as free medical care.
The founder of the Tiraspol Law Institute is the Ministry of Internal Affairs of the PMR. Therefore, it falls under the definition of "an educational organization in which students are considered to be in the service of the internal affairs bodies". However, the authors of the legislative initiative drew attention to the fact that cadets of the Tiraspol Law Institute of the Ministry of Internal Affairs of the PMR are private and junior commanding officers who study full-time under higher professional education programs. Cadets are not living in the barracks all the time. Many people go home for the weekend.
The Supreme Council deputies supported the amendments to the current legislation in the first reading. Amendments will be developed for the second reading. It is proposed in particular to provide students of the Military Institute of the Ministry of Defense of the PMR named after Lieutenant General Lebed with the opportunity to receive a survivor's pension.
