The Condition and Development of Medicine

Members of the advisory meeting of the first Pridnestrovian deputies under the Chairman of the Supreme Council began a thorough talk on the state and development of Pridnestrovian medicine, as early as March 2. Then they gave the recommendations to the ministry on improving the work of this important social sphere. Nine months later the founders of the republic asked: what of their recommendations was taken into account and what not?

The Minister of Health Andrey Guranda answered prom the parliamentary tribune. Leaders of the leading medical institutions of the republic, including the head physician of the RSC, a deputy of the Supreme Council Vladimir Pelin were in his support team this time.

All the ills of our medicine - from lack of money, budget financing is meager and does not meet public demands.

Of course, there are still many problems in the healthcare industry, both financial and personnel-related. But there are also positive changes. Medicine has become more accessible, tariffs for paid services do not grow. Patients no longer pay for beds, if they came to a treatment from another city or district. The patients of the inpatient departments are provided with a free computed tomography. Two new facilities have been put into operation - in Rybnitsa and Tiraspol. The scientific research laboratory on oncology has started its work. We hope that next year funds for the construction of the surgical building, the building of forensic medical examinations in the health resort, infectious and pediatric departments in the Grigoriopol district hospital will be allocated from the fund of capital investments.

Taking this information into account, members of the advisory meeting, however, have repeatedly pointed to the "pain points" of medicine. These are overestimated, in their opinion, the prices for medicines, the need to develop an industry development program, the introduction of elements of insurance medicine, the shortage of medical workers, and the low level of payment for their labor. The last factor was mentioned by the chairman of the advisory meeting, the first President of the PMR, Igor Smirnov.

Members of the deliberative meeting included proposals and recommendations at the final resolution.

Participants of the meeting also heard the information of the deputy chairman of the advisory meeting of the first Pridnestrovian deputies Anna Volkova about the practice of rewarding the state authorities with high-ranking officials by the former authorities. The conclusions that were made by members created by the commission's deliberative meeting are disappointing: the former president violated all the principles of the current provision on state awards. Among them, consistency, frequency, re-delivery, use of "not for printing" and "for official use" modes. However, the apogee of legal bacchanalia was the following fact: on December 15, 2016, after the presidential election, President Evgeni Shevchuk dictated the list of those awarded by phone. There were no commendation lists for the nominees.

Members of the advisory assembly appealed to the republic's procurator with a proposal to check the decisions of the former head of state with regard to their compliance with the legislation in force.

At the conclusion of the meeting, the first president, Igor Smirnov, addressed the colleagues at the advisory meeting the gratitude from the current president for the work, and also congratulated everyone on the upcoming New Year holidays.
