Deputies in the second reading adopted the law-in-draft "On international agreements of PMR", initiated by the President. The author proposed to consolidate the powers of government and other public authorities in the sphere of formation of the international legal framework taking into account the constitutional reform of 2011 in part of the redistribution of powers authorities.
Relevant committee on legislation to review the document in the second reading proposed amendments, according to which the right of the Supreme Council to take decisions on the recognition of the international agreements as framework of the law will retain.
Meanwhile, it was proposed by the prosecutor to divide powers between the Supreme Council, the President and the government, with the result that Parliament would be entitled to recognition of agreements as the framework law, if necessary, legislative changes or if there are contradictions between the provisions of international agreements and norms of internal legislation of the republic. Prosecutor Alexander Deli explained his position by the fact that international agreements are often at the level of departments of the republic and other states.
Public prosecutor's amendment was not adopted by the deputies during the voting. 31 deputies voted for the adoption of the law-in-draft "On international agreements PMR" in the second reading.
