Preservation and development of culture

Deputies of the Committee on Education, Science and Culture Mikhail Burla, Ilona Tyuryayeva, Andrei Sipchenko and Sergei Vasiliev proposed amendments to the law “On Culture”. It is proposed to improve the rules governing legal relations in the sphere of preservation and development of culture. In particular, the authors propose expanding the scope of application of the law by adding art education, amateur art and other activities that contribute to the preservation, creation, dissemination and development of cultural property. The law-in-draft deals with the determination of the right of citizens to aesthetic education and art education. It is important to create conditions for this, primarily through the support and development of organizations of additional education of an artistic and aesthetic orientation.

The law-in-draft improves the legal norms governing international cultural cooperation. It is necessary, for example, to maintain ties with foreign compatriots and their descendants, to conduct joint cultural events.
