Deputies of the Supreme Council adopted the laws "On the republican budget for 2015 and the planning period of 2016 and 2017", "On the budget of the Unified State Social Insurance Fund for 2015 and the planning period of 2016-2017" late last year. The president signed the vast majority of them. However, he vetoed some legal provisions, some of them left without consideration and again sent them to the legislature.

With regard to the law on the national budget, the rejection by the President called such rules as the use of the profit of Pridnestrovian Republican Bank (54 million rubles). SUEs and of state-owned (45.7 million rubles) for the formation of Social Stabilization Fund; the size of payments of lump sums prosecutors and judges, and others. We have previously mentioned the essence of different points of view to the President, Government and Parliament, arguing both "for" and "against".

Today's long-running dispute over the same provisions led to a compromise: conciliation commission to address these issues. Deputies voted for the inclusion of the colleagues Oleg Vasilatiy, Peter Pasat and Alexander Korshunov. Term until 16 March is for collaborative work within the framework of the conciliation commission.

Debates on the second law - the budget Social Insurance Fund were even more lively. The main stumbling block was the president's proposal to reduce the amount of monthly additional assistance to pension from 100 to 50 rubles. This position was explained by the lack of financial resources in the fund to make payments in the same amount, negative trends in tax revenues to the state treasury, in which there is an acute shortage of funds even to meet the obligations of the state on social protected items (salaries of public sector employees, pensions, allowances, medical supplies , food for public institutions).

In addition, later, at the beginning of this year, taking into account the state of the republican and local budgets, the government proposed to reduce the appropriation originally planned for the implementation of a number of state social programs, including employment ("Chance", "New-starter", "Youth Practice") for health resort treatment (except for children), a partial refund of payment made in hospitals operations, treatment and rehabilitation for pensions of citizens, leaving early on a holiday.

Representatives of the deputies have expressed disagreement on most of these proposals. In particular, with regard to reducing the size of monthly additional assistance to the pension, deputies consider that it could negatively affect the position of socially vulnerable groups, as pensioners. At that, the deputies pointed out the negative tendencies to reduce the standard of living due to the increase in tariffs in force in the spheres of housing and communal services, payment exempts public transport in the amount of 1, 1.5 and 4.5 rubles depending on the destination (local, commuter or long-distance route), growth in the value of certain types of medical services. At that the dimensions of the minimum, average pensions, public sector wages have remained at the level of 2014. Moreover, the fate of the Russian pension supplements remains unclear, that further worsens the least material condition of those who created the current potential of our republic. That is why the question - to pay pensioners an additional 50 or 100 rubles - was akin to Hamlet: To be or not to be?
