Removing Administrative Barriers

Legislative initiative was developed and proposed by a group of deputies. The reason was that the rule of law is currently in force under which the state administration can issue a permit for the construction of any object only subject to public hearings. However, the law does not determine exactly who should initiate these hearings and participate in it. Often this leads to the fact that the construction time is delayed.

The deputies proposed to legalize the norm according to which the holding of local public hearings on the construction and reconstruction of facilities is optional.

The law-in-draft was adopted by the deputies in the second, not final reading, because by its action it will affect a number of other laws. The responsible committee was entrusted with preparing this law-in-draft for the third reading, taking into account the necessary amendments to the relevant legislative acts.
