According to news agencies, a 4th year student of the college Vladislav Roslyakov, who blew an improvised explosive device in the dining room and opened fire with a gun, was guilty of the tragedy. The President of the Russian Federation Vladimir Putin said that the public will be informed about the results of the investigation of the explosion in Kerch, which will be carried out by law enforcement agencies and special services.
