Fines for officials

If an official does not redirect the received appeal to the competent authority within 3 working days and does not inform the applicant about this, then he may pay a fine from 10 to 25 minimum wages (from 184 to 460 rubles). The deputies of the Supreme Council prescribed the norms in the Code of Administrative Offenses. Such a fine has already been provided in the law for violation of the deadlines for considering an appeal (30 calendar days). Responsibility is also introduced for not redirecting the appeal to the competent authorities within 3 working days.

The law “On Appeals of Citizens and Legal Entities, as well as Public Associations” has been amended. It will clearly state that if questions are raised in a written appeal that do not fall within the competence of this body of state power and administration, then it must be redirected to the relevant structures within 3 working days and notify the applicant in writing within the same period of who his appeal is directed to. He is still obliged to redirect the appeal in the case when the official missed these 3 working days.

The legislations were developed by parliamentarians Alexander Korshunov, Grigory Dyachenko and Vadim Kravchuk to protect the rights and interests of citizens.

Officials will have to pay a fine more - from 25 to 50 RU minimum wages (from 460 to 920 rubles) for repeated violation of the rights of citizens.

The legislations were adopted in the second final reading. They will enter into force after signing by the President.
