Payment of utility bills will be direct

Parliamentarians considered amendments to the Housing Code relating to the calculation of payments for utilities. As the author of the law-in-draft Anton Onufienko told, now cooperative houses enter into contracts with utility providers. Earlier, chairmen of housing cooperatives addressed the people's deputies. According to them, residents who conscientiously pay for utilities suffer because of malicious defaulters.

The legislator considers: the problem is very serious. For example, with the beginning of the heating season, utility organizations do not want to supply heating to housing cooperatives with large debts. The presented law-in-draft is intended to correct this situation.

Residents of apartment buildings will pay utility bills directly to their manufacturers. Service contracts will be concluded between the housing and operational organization and associations of tenants. In this case, payment for utilities will be made directly from the consumer to the utility manufacturer.

Legislative norms are designed to improve the payment discipline of citizens. The law-in-draft was adopted by deputies in the first reading. Parliamentarians have questions about the system of benefits. As noted today, this and other controversial issues will be the subject of discussion in the second reading.
