Sergey Cheban, “Laws on family support and youth policy are in force in Pridnestrovie, but I want more of them”.

The support of young families, work of the Supreme Council, the President and the Government in this direction were discussed on the air of the Question of the Day program on the First Pridnestrovian TV channel. The Head of the parliamentary committee on social policy Sergey Cheban spoke about all the programs that operate in this sphere.

The parliamentarian spoke about the main existing measures to support families. These are social deductions for children, maternity allowances, monthly childcare benefits, lump-sum benefits up to 16 years by category, benefits for paying utility bills for large families, and assistance in collecting children from large families for school.

A separate topic of conversation is the acquisition of housing. Chairman of the Committee on Social Policy Sergei Cheban emphasized that such a concept as a “young family” is not separately secured. It is used in the context of only the Concept of state youth policy. According to Sergey Cheban, out of almost 100 thousand young Pridnestrovians aged 18 to 35 years, a third of them need housing. This problem began to be addressed in the early 2000s. This was the first stage. Local authorities took over part of the apartments and provided them as social housing, including for young specialists.

The third stage in providing housing for young families from the public sector is the presidential program “Affordable Housing”. More than 436 apartments were commissioned in 2019 for it - these are four houses. Three of them are located in Tiraspol, one in Bendery. The program continues to operate. It is planned to commission two houses in Dniestersk with 60 apartments, one 48-apartment building in Slobodzeya, one 18-apartment building in Grigoriopol and a house with 24 apartments in Rybnitsa. Work at the facilities is already underway. In just two years of the affordable housing program, 623 apartments are planned to be commissioned.

The law "On State Support for Young Families" was adopted by the Supreme Council on February 5. State subsidies for the purchase of housing are provided for teachers, doctors, militia officers and certified employees of the penitentiary system. The amount of subsidies depends on the composition of the family: 10 thousand US dollars for a family without children, 12 thousand - with one child, 14 thousand - with two or more children. The law defines the mechanism for spending these funds. The state will compensate for the costs of repaying a bank loan and interest on it. A young family needs to pay 5% of the cost of purchased housing.

The Chairman of the Committee for Social Protection emphasized: the state will definitely return to financing this important project to provide housing for young budget specialists. Those programs that are implemented at the legislative level, including the Concept of state youth policy, will allow us to realize the positive aspects in terms of demography in our republic.
