The Accounts Chamber will check the effectiveness of the use of budget money by construction organizations

The Supreme Council of the Pridnestrovian Moldavian Republic adopted a Resolution on the conduct by the PMR Accounts Chamber of control measures for the efficient and rational use of funds from the republican and local budgets. The inspections will affect construction and subcontracting organizations that performed work under the Capital Investment Fund in the period from 2019 to 2021.

The Accounts Chamber will check the use by organizations of funds presented for payment for work (services) for capital construction, reconstruction, capital and current repairs, and aimed at remuneration, remuneration and taxes related to these payments, for some organizations (including their subcontractors), as well as the results of the financial and economic activities of such firms according to the text of the resolution. The list of construction organizations of all forms of ownership is also in the adopted document.

According to the Committee on Economic Policy and the deputies who supported the adoption of the resolution, the situation needs to be sorted out. Actual figures and examples are the arguments. The mechanism for calculating the coefficient on wages was adopted initially in order to increase the wages of builders and other specialists in the construction industry, but Audits by the Accounts Chamber showed later that salaries remained at the same level, while profits and dividends for organizations were higher. The Accounts Chamber will check the activities of all major contractors for capital funds.

“An employee for whom the coefficient on the wage fund was increased when calculating the estimate does not receive an increased salary. The state does not receive taxes included in the estimate, which we pay then. These are two points with which we cannot agree and will continue to work in this regard. There are shifts to control these numbers. You need to check not 5 enterprises that were checked by the Accounts Chamber and the Prosecutor's Office in order to get additional information, but a little more. In this regard, we are adopting a draft resolution,” said the Speaker of the Parliament Alexander Korshunov.

The Accounts Chamber will provide information on the control and analytical measures taken to verify the financial activities of construction organizations to the President, the Supreme Council and the Government of the Pridnestrovian Moldavian Republic.
