Parliamentarians in the course of the plenary session decided to instruct the Accounting Chamber to hold expert-analytical and control activities in relation to the Rybnitsa cement plant, or rather, of the purchase of a quarter of the state's shares. The transaction was completed in November 2014, but there was no official information about it. Terms of the transaction or related to its implementation of public spending are not known. According to the chairman of the Committee on Economic Policy, Budget and Finance Alexander Martynov, parliamentarians sent a request to the government to obtain reliable data, but a formal reply was received in return. Deputies appealed to the Court of Auditors to clarify the situation and verify compliance with legal requirements when making this kind of deal with the request. It will have to find out the cost of a 25% shares in the plant, the procedure of calculation and availability of debt.
In addition, deputies returned to the request of the Chamber of Accounts in the previous plenary session. This is about audit of state enterprises and banks. Initially it was assumed that their activities will be analyzed in the period from mid-2014 to late 2015. But the need for broader information, in terms of time became clear in the course of the work. The inspections will cover the activities of a number of state unitary enterprises and banks over the past two years - 2014 and 2015.
