The deputy corps considered amendments to the Housing Code, which were proposed as legislative initiative by the deputy of the Supreme Council and the head of the parliamentary committee for state regional policy Oleg Vasilaty. The law-in-draft defines the status of service for the collection and removal of solid domestic waste. According to the author, this service must be attributed to communal services.
Currently, the service for collecting and removing garbage is provided to citizens living in both cities and rural areas. The question also depends on whether it will be attributed to communal, whether consumers will be able to use the right to a privilege when paying for it.
At the same time, parliamentarians noted that the costs of enterprises that they incur as a result of providing services to privileged categories of citizens should be compensated from the republican budget. In this connection, the author was offered to set the deadline for the entry into force of the new norm of the Housing Code from January 1, 2019. Taking into account the comments, the legislative initiative was adopted by the deputy corps in the first reading.
