24.08.2021

The level of medicine, the development of the healthcare system, the prices of medicines, vaccinations, how schools prepare for the new academic year and where Pridnestrovians will vote in the elections to the State Duma of the Russian Federation. This is a list of the main issues that were put on the agenda of the meeting of the Public Council of the capital. The public activists invited the heads of departments to provide comprehensive information on all topics. The meeting was attended by Deputy Chairman of the Committee on Education, Public Associations and the Media Gregory Dyachenko.

Election Campaigns

The Head of the Central Election Commission of the PMR Elena Gorodetskaya recalled that in September Pridnestrovians will be able to participate in the elections to the Russian Parliament, and in the elections of the PMR President that take place in December.

During the elections to the State Duma of the Russian Federation, 27 polling stations will be opened on the territory of Pridnestrovie. This is a high level of trust in the Russian Federation, noted Elena Gorodetskaya. Compared to the 2016 elections, 5 polling stations were added, 3 of them in Tiraspol. A citizen must provide a document confirming your identity and citizenship of the Russian Federation. It can also be an expired Russian passport. Elena Gorodetskaya emphasized that many Pridnestrovians have such a situation due to the fact that the Russian consular service point did not work during the pandemic.

Elena Gorodetskaya stressed that the multi-day voting (from 17 to 19 September) will be held at the polling stations in the Palace of the Republic and in the House of Officers in Tiraspol. On September 19, all 27 sections will operate. The composition of the district and precinct election commissions will include 600 Pridnestrovians with Russian citizenship.

The Chairperson of the CEC reminded, the election campaign for the elections of the PMR President will start on September 12.

Medicine

Representatives of the Public Council of Tiraspol had the most questions for the Health Minister. Free medical care for veterans and other categories of socially unprotected segments of the population, prices for medicines, equipping hospitals and clinics with the necessary equipment and long-term plans for the development of the sector. Christina Albul spoke about the draft Healthcare Development Concept, which is being finalized. One of the main points will be the development of medicine in the countryside. It is planned to attract doctors and nurses to work in rural medical outpatient clinics and feldsher-obstetric centers, providing housing, cars, introducing monetary surcharges.

The shortage of personnel in the health sector is one of the main problems. Since 2017, students of medical colleges and since 2019, students of the Faculty of Medicine of PSU conclude a tripartite agreement that after graduation, at the expense of the state budget, they undertake to work in state and municipal health care institutions for several years. It is imperative for nurses who graduate this year to begin assignment work on September 1. Otherwise, the Ministry of Health will go to court with a demand to return the budgetary funds spent on education. But, according to Christina Albul, there are students who are not afraid of the amount of compensation, and they still leave to finish their studies or work in other countries.

New school year in schools

A similar situation with the shortage of personnel in the education system said the Head of the Board of Public Education Stella Bai, to the representatives of the Public Council of Tiraspol. Many graduates of the Pridnestrovian State University or pedagogical colleges, which are distributed after graduation to schools or kindergartens, for various reasons do not start work. The Board of Public Education continues to annually submit applications for the training of specialists for the field of education.

The schools are preparing for the new academic year, Stella Bai noted. Last year, almost 15 thousand children studied at schools in Tiraspol. Now teachers are preparing programs, developing various options for the schedule and study. A special commission examines the readiness of schools to receive children and the educational process.

It is already known that training will begin in the usual full-time format. Medical examinations and digital literacy courses were organized for teachers in the summer. Educators are vaccinated against coronavirus.

Vaccination

Vaccination against COVID-19 in the republic is voluntary. Deputy Chief Physician of the Center for Hygiene and Epidemiology of the PMR Inna Paladi recalled this in her speech. She told representatives of the Public Council of Tiraspol about vaccines and the pace of vaccination against coronavirus. Deputy of the Supreme Council Gregory Dyachenko asked what recommendations are for those who were vaccinated in Apriland perhaps need to be vaccinated again soon as, for example, in the Russian Federation or Israel. Inna Paladi stressed: there is no talk of revaccination yet in Pridnestrovie.

The Minister of Health of the PMR Christina Albul added: Pridnestrovie buys a batch of Pfizer, and the supply of the Chinese vaccine or the Russian "Sputnik V" is not expected yet.
