The legislative changes are designed to harmonize the procedure for obtaining permits for construction on the building surrounding grounds. Often having the so-called spontaneous redevelopment, when mastered, including surrounding area generated a lot of complaints from inhabitants of big cities of the republic. They complained about the proximity of infrastructure to their housing and related inconveniences. The greatest response was caused by the construction of the whole complex of buildings of the Yunosti Street, located on engineering services in close proximity to the apartment homes. Their tenants complained to the prosecutor of the republic, and the facilities were demolished. To avoid these negative aspects the legal framework has been improving.
As chairman of parliamentary committee on agriculture, transport, construction, natural resources and ecology Efimy Koval said, the legislations received 12 reports, all of them, except one, are positive.
According to the amendments, adopted by legislators in the first reading, the construction of facilities on the adjoin territory will need to obtain the consent of tenants of apartment buildings. Preliminary decision on this matter may take meeting of tenants, provided that the participants will be not less than 50% living in the house. According to legislators, the changes of the current legislation will increase the level of protection of the legitimate interests of citizens.
In preparation of legislations for the second reading the issues to be resolved to determine the distance from a dwelling house, where it will be possible to build social infrastructure, as well as establishing a list of types of construction, which should be prohibited to be placed at the building surrounding grounds.
In addition, the discussion of the parliamentarians of this agenda in the plenary session once again actualized the necessity for the development and adoption of the Town Planning Code, as well as master plans for the town real estate development.
