The head of the state administration of Rybnitsa district and Rybnitsa Viktor Tyagai reported on the work of the state administration in 2023 to the Chairman of the Government Alexander Rosenberg. The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and parliamentarians whose electoral districts belong to Rybnitsa and the region, Vadim Kravchuk, Andrey Safonov, Yakov Galak, Vasily Kunitsky, Valentin Matveychuk took part in the work of the Collegium.
Victor Tyagai reported: 65 thousand people live in Rybnitsa and the villages of the region, the majority of the urban population is 42 thousand 392 people. There are 14 regular routes throughout the city, and villages can be reached on suburban routes – there are 15 of them. Privileged categories of citizens are transported on two routes in Rybnitsa.
Agriculture is developing in the Rybnitsa region: 62 enterprises and 596 peasant farms are engaged in crop production, 8 legal entities and 15 peasant farms are engaged in livestock farming. Milk production has increased, but average numbers of cattle, sheep, goats and poultry have decreased.
Industrial performance decreased compared to the previous year in 2023. Production volume decreased by 11.3%, reaching 4018 billion rubles. 75% of this indicator is formed from the production volume of the open joint-stock company "Moldavian Metallurgical Plant", which in turn significantly affects the overall result of the industry of the city and region. Thus, the production volume of the open joint-stock company Moldavian Metallurgical Plant is 15.7% less than in 2022. Despite this, the metallurgical plant is still a key taxpayer; it transferred 55.8 million rubles to the treasury.
Financing of expenses in Rybnitsa and the region for 2023 amounted to 312.5 million rubles, 5.2% less than planned, noted Viktor Tyagai. Almost 87% is occupied by priority socially protected items, including wages for public sector employees, in the structure of local budget expenditures at the same time. It was paid in full and on time, the head of the state administration noted.
Victor Tyagai spoke about road repairs, maintenance and repair of housing stock, improvement of the city park and public gardens, repairs in schools, kindergartens and sports facilities, which were carried out at the expense of the local budget under municipal development programs.
Thus, the development of a park on the Dniester embankment continues, the stadium in the village of Krasnenkoye has been reconstructed, work has been done in the central park of Kirov, the territory of schools No. 10 and No. 11 and several kindergartens has been paved with tiles, repairs have been made in the swimming pool of sports school No. 1, repair work was carried out on monuments to Soviet soldiers and mass graves in the villages of Mikhailovka and Mokra under the Capital Investment Fund in Rybnitsa.
Housing programs continue to operate. Under the municipal program to help young families, the Rybnitsa state administration issued preferential loans to 4 families for the purchase of housing in the amount of 100 thousand rubles. Housing for 9 orphans was purchased for 1.5 million rubles under the state program.
There were a number of questions after the presentation of the report. Thus, the deputy for constituency No. 14 Vadim Kravchuk asked Viktor Tyagai how to organize the cutting down of old poplars in the Tsemposelok microdistrict.
The head of the state administration of Rybnitsa district Viktor Tyagai noted that he knows about this problem, but there are no such specialists in the city at the moment.
There was talk about ramps on landings in high-rise buildings, about the legalization of balconies that are attached to apartments, and about other burning topics with which Rybnitsa residents come to their deputies during the discussion.
Deputies of the Supreme Council of the Pridnestrovian Moldavian Republic, who represent the interests of Rybnitsa residents, were generally satisfied with the work of the state administration of the Rybnitsa region in 2023 and thanked the head and specialists of the state administration for their work and constructive interaction.
The head of the supreme executive body Alexander Rosenberg noted that Rybnitsa ranks second in terms of highest expenses according to the website of the PMR Government. He directed the district leadership to optimize them, as well as to find ways to free up wasted funds for more efficient use. Alexander Rosenberg expressed gratitude to the state administration for the work done and wished productive activities in the coming year.
