The Results of Control Measures

The Supreme Council earlier this year and the current year, adopted a number of resolutions on the need to test the effectiveness of the use of state property within the framework of implementation of control functions, set by the Constitution of the Republic. The deputies during the last plenary session heard the head of the Accounting Chamber Svetlana Izmestieva. She presented the people's deputies the information regarding results of the Accounting Chamber expert-analytical and control activities to assess the efficiency and management of property in state and municipal property. Deputies took note of the information.

The result of a long discussion on this issue on the agenda was adoption of Decree of the Supreme Council. The document contains recommendations to the Government of the Republic to develop and adopt normative legal act establishing certain requirements for the content of the Charter of the unitary enterprise.

Parliamentary Committee on Economic Policy, Budget and Finance, is recommended, taking into consideration the deficit of the consolidated budget and the budget of the unified state fund of social insurance, to prepare a law-in-draft regarding the establishment of minimum size of the share of the net profit to be transferred to the owner of the state (municipal) unitary enterprises, as well as proposals to restrict State Unitary Enterprises and Municipal Unitary Enterprises the provision of humanitarian, charity, sponsorship and other forms of assistance.
