The result of constructive dialogue

Circuit formation and the boundaries of electoral districts for the election of deputies of the Supreme Council of the sixth convocation were represented to deputy corps. As the Chair of the Central Election Commission Elena Gorodetskaya reported in the plenary session, in view of the November 29 elections to the Supreme Council, local councils of people's deputies and heads of administrations of villages, the formation scheme of education districts for elections to the legislative body was carried out with the greatest possible alignment with boundaries of constituencies for elections to local authorities. In this regard, much work was done: a working group comprising representatives from administrations, local deputies and members of parliament was established on the initiative of the CEC and the Supreme Council.

During the plenary session they talked about the basis of the election. On July 1 this year it amounted 429 thousand 691 voters. This is 14.5 thousand more than in the second half of 2013. Naturally, the average rate of representation had undergone the changes and - an indicator, on the basis of which constituencies boundaries are delimitated. As the head of the Central Election Commission Elena Gorodetskaya said, the number of voters is formed on the basis of monthly received administrations data. Questions of deputies also concerned the possibility of a vote of conscripts. According to the CEC, the location of constituencies by military units was defined according to the data provided by the Ministry of Defence.

CEC chairman also recalled that in December last year the norm of the Electoral Code is in force, according to which a person living in a military unit during military conscription, voting at the place of the military unit. According to CEC chairman, the rules of the Electoral Code state that citizens who permanently reside in the territory of a constituency have the right to participate in the elections.

The corresponding draft resolution of the Supreme Council concerning education schemes and boundaries of electoral districts for the election of deputies of the Supreme Council of the sixth convocation of PMR was approved by the deputies.

The plenary session also approved the cost estimates for the organization and conduct of presidential elections in 2016. The amount is 9,339,701 rubles. Costs are provided to finance the remuneration of members of electoral commissions to work on weekends, travel expenses, technical equipment, and production of printed materials. Funds for the organization and holding of the presidential elections will be allocated from the republican budget.
