The Government submitted the law-in-draft "On the fate in the shared construction of apartment buildings and other real estate" to the Supreme Council. According to the Deputy Minister of Economic Development Ivan Untu, who presented the legislative initiative at the plenary meeting, the document is designed to regulate legal relations related to raising funds of citizens and legal entities for housing construction.
Without diminishing the significance of the solution of the housing issue, in the process of discussing new draft law for the republic law-in-draft, the deputies expressed their concerns about its application. The parliamentarians recalled the incidents that took place in the Russian Federation, where thousands of citizens who invested in housing construction were deceived. After that, the operation of a similar law in Russia was suspended. Ivan Untu assured the deputies that this negative experience was taken into account when drafting the law-in-draft. The document provided for guarantees of protection of the rights of equity holders, as well as the availability of state control at all stages of shared construction, starting with the formation of housing cooperatives before the signing of the act on commissioning the facility. The Chairman of the Supreme Council Alexander Shcherba is in support of the law-in-draft.
As the head of the profile parliamentary committee Oleg Leontiev noted, the legislative initiative passed preliminary discussion, including with representatives of construction organizations. All comments and suggestions made by parliamentarians will be taken into account.
The issue of building affordable housing has been discussed more than once in meetings with the President Vadim Krasnoselsky. The President instructed to study the issue on the ground.
Following the discussion, the law-in-draft "On the fate in the shared construction of apartment buildings and other real estate" was adopted by the deputy corps in the first reading. The work on it will continue in the near future.
