Deputies of the Supreme Council put an end to the issue of sharing responsibility for the repair of public utilities for heat, water, gas and electricity networks that run along the perimeter of the house. Amendments to the Housing Code were adopted in the final reading.
Sometimes, to change a pipe leading to house, you need to remove the asphalt, dig a trench, and then repair the road. This all puts a burden on residents of high-rise buildings. According to deputies of the Supreme Council, tenants should not bear the costs of servicing these sites.
To date, these issues have been regulated by government decree. But the implementation was delayed due to technical reasons. It was difficult to assess the cost of a particular segment of engineering networks, find out on whose balance they are, how old they are and what their residual value is. The question has not been resolved to this day because of all these points. Now the limit of responsibility for the repair of utility networks is set at the legislative level.
