The heads of parliamentary committees submitted to the plenary session on October 11 a number of legislations prepared for consideration in the first and second readings by the Supreme Council. The Committee on Legislation has prepared for adoption in the second reading a draft of a new Law “On advocacy and the legal profession in the Pridnestrovian Moldavian Republic”. The PMR Prosecutor introduced the law-in-draft back in the VI convocation. The new law, which should replace the Law “On the Bar”, which has been in force for 30 years, will contain current rules for regulating the activities of lawyers. There are clear requirements for applicants to obtain the status of lawyer. The qualification commission taking the exams will consist not only of lawyers, but will include representatives of the Supreme Council, the Ministry of Justice, the Supreme and Arbitration Courts. The Qualification Commission will consider complaints about the actions or inactions of lawyers.
8 legislations were submitted to the plenary session by the Committee on Education, Public Associations and the Media. In particular, this is a package of legislations on amendments and additions to the law “On Cinematography” and to the Code of Administrative Offenses of the PMR. The new norms will consolidate the powers of the State Service for Culture and Historical Heritage to issue distributors permission to distribute foreign films in Pridnestrovie. Such permission will be issued based on the results of an examination of the film’s compliance with the current legislation of the PMR. Changes to the Law “On Education”, proposed by deputies of the relevant Committee Igor Buga, Andrey Safonov and Pavel Shinkaryuk will give the Ministry of Education the right to establish the procedure, form and frequency of current and intermediate certification in schools and technical schools. Decisions on these and other initiatives included in the agenda of the plenary meeting will be made by the deputy corps on the 11th of October.
