Solving the problem of utility companies financing

The issues of financing natural monopolies, subsidizing the difference between the economically justified tariff for utilities and the tariff for the population, as well as the reconstruction of the sewage pumping station in the city of Bendery were discussed during an extended meeting in the Government of the Pridnestrovian Moldavian Republic. The meeting was attended by the leadership and deputies of the Supreme Council of the Pridnestrovian Moldavian Republic. The importance of developing a common position and finding a way out of the current situation was discussed on behalf of the President.

The question is about providing financing for natural monopolies in terms of maintenance, repair and restoration of infrastructure.

229 million rubles are planned to finance budget obligations in relation to utility companies in the law on the republican budget for 2024. It is planned to allocate 128.9 million to pay for utilities consumed by budgetary organizations. Reimbursement of benefits for utility legislations has been increased to 100%. No compensation is provided for utility companies for providing services at residential tariffs. These funds were previously used mainly to finance development programs and improve public infrastructure. The utilities could upgrade equipment and networks in previous periods. Timely replacement of outdated equipment allowed Pridnestrovian utilities to withstand the shocks that the international power grid was subjected to in 2023 with virtually no losses.

It was noted that difficulties remain for the State Unitary Enterprise “Water Supply and Sanitation”. The wear and tear of some sections of the networks has long exceeded acceptable parameters. Water losses are approximately 25% at the same time. It is necessary to expand the coverage of private subscribers with metering devices and strengthen work with debtors.

The issue of financing utility organizations will have to be resolved in a short time. Both parliamentarians and government representatives voiced their proposals in the course of the discussion. A consolidated decision was formed based on the results of the meeting, which will be presented to the President in the near future.
