Implementation of state programs on social policy and health care

The accessible environment is improving under the Equal Opportunities state program. Conditions are created for free movement of not only disabled people, but elderly people. Ramps and handrails are installed throughout the republic for this. Sports equipment and inventory are being purchased. Last year, exercise bikes, cones, balls and skipping ropes were purchased for the office of medical physical culture of the Tiraspol neuropsychiatric boarding house for example. In addition, more than 400 people with disabilities received wheelchairs, hearing aids and walkers last year. As part of the program, employees of employment centers help people with disabilities with employment. A number of cultural events were held for this category of citizens. They were attended by over two thousand Pridnestrovians with disabilities. All this is reflected in the 2020 report of the Ministry of Social Protection and Labor. Deputies of the Supreme Council got acquainted with the draft resolution. The document was adopted in two readings at once.

They continue to buy housing for orphans in Pridnestrovie. State program to provide housing for orphans and children left without parental care. 48 orphans received keys from their own apartments in the cities of Pridnestrovie in 2020. The Supreme Council adopted the program in 2018. It is designed for six years and was designed to provide special protection and care to those left without parents.

About 7-8 million rubles are allocated annually from the state budget for the purchase of apartments and houses for orphans. Last year, more than 8 million rubles were spent on the purchase of apartments. 9 apartments - in Tiraspol and Bendery, 2 apartments were bought in Dnestrovsk and Dubossary district, 3 - in Grigoriopol district, 12 residential premises were purchased in Slobodzeya district and 11 - in Rybnitsa.

The state program for the prevention of HIV / AIDS infection and sexually transmitted infections not only provides treatment for all patients with HIV infection. The state program provides for preventive measures. More than 300 thousand Pridnestrovians took part in online lectures aimed at preventing and combating HIV / AIDS and other infections last year.

141 cases were registered with a confirmed diagnosis of HIV infection in 2020. The epidemiological situation is unfavorable. AIDS was diagnosed in 38 Pridnestrovians. The Ministry of Health notes that this is a consequence of the fact that people are late in seeking specialized medical care. According to the Ministry of Health, the number of women who became pregnant knowing about their HIV diagnosis has decreased by almost 6%. This is due to the consulting of married couples on planning pregnancy.

Major overhaul was made in the office of the clinical diagnostic laboratory in the Center for Prevention and Control of AIDS and Infectious Diseases. The internal wiring was replaced with state program funds almost of the entire third floor. More than 80 thousand rubles from the state budget were spent on repairs.

“Immunization of the population in the PMR” state program was adopted in 2016. It operated until last year. In general it was possible to cover most of the child population with prophylactic vaccinations against ten infections during five years. These are tuberculosis, hepatitis B, whooping cough and other types of infections. Doctors provided early and high-quality diagnostics of measles and rubella. Vaccines and refrigeration equipment were purchased as part of the program.

The Supreme Council deputies considered the report on the implementation of the state program for the prevention of tuberculosis for 2016–2020. According to the results of the last five years, the incidence rate of tuberculosis among the population has decreased, but the epidemiological situation in the republic remains unfavorable. More than 130 thousand laboratory studies of patients with tuberculosis during this period were carried out, registered at the Republican TB Dispensary and in other specialized medical institutions throughout the republic. The Republican Tuberculosis Hospital State Institution was provided with all the necessary disinfectants within the framework of the program.

The main goal of the "Oncology: Improving Oncological Care for the Population of Pridnestrovie" program is to provide high-quality diagnostics of diseases at the first stages and to prescribe effective treatment, and then - the rehabilitation of cancer patients. Doctors carried out measures for the prevention and early diagnosis of malignant tumors as part of the program. More than 70 thousand Pridnestrovians underwent a special cytological examination in order to identify the disease at the first stages last year. 495 people of these were confirmed to have cancer. Special diagnostic equipment is purchased under the program. For example, a dermatoscope was purchased in 2018. It became possible to reliably determine the nature of skin formation without surgical operations thanks to this device.

All reports on state programs in the social policy and health care were approved by the Supreme Council and adopted corresponding resolutions.
