Who should give permission for the construction and repair of roads within the boundaries of settlements? The Government came up with an initiative to clarify this issue. The current legislation in this regard states that such a permit can be issued by local government authorities.
Now the law will clearly state that the executive authorities, namely the state administration, will give permits for the construction and repair of roads. Control functions, as well as consideration and approval of the budget, relevant programs and plans, will remain in the competence of local Councils.
