Equal opportunity for everyone

The state program “Equal Opportunities” for 2019-2022 has been approved. The deputy corps adopted corresponding law-in-draft in the second final reading. The implementation of the document is aimed at maintaining the social activity of persons with disabilities. The main goal is to improve their quality of life. First of all, it is planned within four years to create conditions for free movement and access of people with disabilities to infrastructure facilities: install ramps, as well as call buttons at various facilities and institutions, including the building of the Central Election Commission. In addition, it is necessary to create conditions for the employment of persons with special needs, to carry out activities to improve the skills of personnel working with citizens with special needs of life. An important aspect is the provision of modern prosthetic and orthopedic products. To this end, it is planned to open a specialized workshop in the republic. It also provides for the acquisition of specialized literature, modern equipment for equipping the physiotherapy room in social protection institutions, as well as cultural and leisure activities for people with disabilities.

The work under the program was carried out jointly with government representatives and deputies. Its importance was discussed at the meetings of the profile committee on social policy.

It is planned to spend approximately 5 million rubles for the implementation of the “Equal Opportunities” program. The approved budget consists of funds from the republican and local budgets. So, this year 400 thousand rubles will be spent on the purchase of a bus, thanks to which it will be possible to transport special children from Grigoriopol and Grigoriopol district to social rehabilitation center in Dubossary. In addition, it is planned to equip the ramp to the building of House of the Soviets in Tiraspol. Organizational and financial support for the activities of public organizations of persons with special needs will also be provided. As for education, this year it is necessary to create conditions for receiving inclusive education on the basis of Tiraspol secondary school number 11 and to open specialized classes for teaching children with visual impairment in the capital school number 7.

Planned half a million rubles will be spent on installing ramps, purchasing equipment for repairing prosthetic and orthopedic products in 2020. In addition, it is planned to install new traffic lights with a controller and an audible alarm at intersections in Rybnitsa. The lion's share of funds - more than 200 thousand rubles - is planned to be spent on the purchase of textbooks printed in Braille.

A production Braille printer will be purchased as part of the program already in 2021. Funds in the amount of 825 thousand rubles were pledged for these purposes. It is also planned to allocate 375 thousand rubles for the installation of the missing ramps, purchase of sports equipment and equipment for the physiotherapy room. In 2022, most of the expenses - almost 310 thousand rubles - will be spent on the purchase of stationery for training in Braille.
