Members of the Presidium of the Supreme Council discussed a list of issues that will be included to the agenda of the December plenary meetings. Tomorrow, more than 30 legislations are submitted for discussion by deputies. It is planned to consider the draft republican budget for 2020 in the third, final reading. In accordance with the law “On the budget system in the PMR”, the subject of the third reading is such indicators of the republican budget as revenues and expenditures of state target programs, including programs of targeted budget funds, distribution of subventions and subsidies, draft programs of state external borrowing of PMR and the size of state loans for the fiscal year, estimates of income and expenses of state institutions providing paid services, as well as information on the established limit tariffs for state services municipal (municipal) institutions.
Law-in-draft “On the budget of the Unified State Social Insurance Fund of Pridnestrovie for 2020” will be discussed in the second, final reading. Amendments to the laws “On some additional state measures aimed at minimizing the negative impact of external economic factors” and “On state support for large families” are submitted for tomorrow's plenary meeting. In addition, at the legislative level, it remains to resolve the issue of establishing allowances for the qualification category for pedagogical workers in the healthcare system. The initiative introduced by the Government amending the law “On the wages of public sector employees, the monetary allowance of military personnel and persons equated to them under the terms of payment of monetary allowance, and the maintenance of state civil servants” will be discussed in the course of the plenary meeting on December 18.
Deputies of the Committee on Education, Science and Culture proposed legislatively granting the right to allowance for the category of teachers not only health organizations, but also specialized institutions that provide social and educational work with children, and other organizations where teachers work. The law-in-draft is recommended for adoption in two readings.
The plenary meeting ending this year is scheduled for December 25.
