The law-in-draft "On additional measures aimed at stabilizing the economy of PMR", the authorship of the original version of which belongs to the parliamentarians Alexander Korshunov and Peter Pasat, at the time of consideration by the deputies in the second reading mode has undergone major changes. The subjects of the legislative initiative proposed more than thirty amendments. Many of them were made by the developers on the results of numerous meetings, workshops, round tables.
Despite the desire of parliamentarians to accumulate all the best that has been recently proposed to support the economy in one document, the government is opposite not only of adoption, but even consideration of updated version of the law-in-draft. We talked both about legal and the economic aspects. In the view of the executive authority, the proposed measures are reduced solely to reduction in revenue, and thus entail a deterioration of budget and retirees. Deputies, on the contrary, insist that support of enterprises, the development of which will lead to increase in the tax base and employment will bring the economy out of the crisis and, consequently, improve the living standards of citizens.
21 deputies voted for the law-in-draft in the second reading after rather lengthy phase of discussions on anti-crisis measures. This amount was not enough: the document returned to the Committee on Economic Policy, Budget and Finance. Deputies will return to its consideration. No matter what the fate of this particular document, jointly developed anti-crisis measures will not get lost in the legal field. According to the head of the profile parliamentary committee Oleg Vasilaty, in case of failure of the law-in-draft "On additional measures to stabilize the economy of PMR" its provisions will be reflected in new legislative initiatives.
